So tuning this thing is kinda a waste of time, my advice get yourself a 6000 c30 kit. Enable xmp and bump up your fclk as much as possible.
Overclocking timings on x3d doesn't matter as much.

If you have 7950x3d disable ccd1.
Just be smart and get 7800x3d IMO.

Something I forgot to mention, i tried higher eclk (boost the cpu more to 5.3/5.4). It needed higher voltage on the undervolt and would downclock a lot more in games VS no eclk because of temps.
So just use 200+ pbo and undervolt as much as possible with a good cooler.

I would say bang for buck after all the systems I have worked with.
5800x3d (trash ram) or 13600k with good ram and tune would be king for price. Getting anything more pricey wouldnt be worth the scaling unless you chase the best of best.
