You can find Emmanuel Mendez's transcribe at the Power Plant. If you listen to it you will hear him getting advice to flash that the escape pods were not working on the billboard. Unfortunately he never finished the attempt. Find his dead body floating close to the Power Plant's exterior hatch by the giant Transtar billboard. Do Emmanuel proud and finish changing the billboard using the display control on the computer. Afterwards pick up the Cell Refurb 00q-x1 Chipset on him.
