Tests completed with stock ILM and Thermalright Contact Frame with following setup for each CPU:
12900k
Test 1 - Stock ILM - No Power Limit
Test 2 - Contact Frame - No Power Limit
Test 3 - Stock ILM - 241W Power Limit, -0.05v undervolt
Test 4 - Contact Frame - 241W Power Limit, -0.05v undervolt
13900k
Test 1 - Stock ILM - No Power Limit
Test 2 - Contact Frame - No Power Limit
Test 3 - Stock ILM - No Power Limit, -0.05v undervolt
Test 4 - Contact Frame - No Power Limit, -0.05v undervolt
Would be interesting to see how the Arctic Liquid Freezer 420 works with AMD 7950x and 7950x3d with the AMD equivalent contact frame. Would also be interesting to see how this contact frame compares to others like elecgear and thermal grizzly, though I doubt there will be much difference.
I'm guessing with reviews of 14900k, cooling performance might be slightly worse than 13900k given higher power.
