NC police video released amid SBI investigation of Taser use. Was it excessive force?
The State Bureau of Investigation opened a criminal investigation earlier this year into whether Warrenton Police Officer Mark Oakley repeatedly used excessive force on people who weren’t resisting arrest, including this incident with Dwayne Hicks on Sept. 20, 2023.
