This is short Timelapse of my thought process and how I go around when designing game levels for games so there are couple of things to consider.

To design top-down/isometric levels for a game using Blender 3D and Unity, it's important to begin with a solid plan such as (greyboxing) as wel as take the time to consider the gameplay mechanics, the player's objectives, and the overall aesthetics of the game. Developing a clear and comprehensive plan before diving into the design process will help ensure that the final product meets your vision and the expectations of your audience.

Usual process is quite straightforward you either use Blender for level blockout or Unity/Unreal (engine of your choice). Aim of this is to get the general feel for the game level, once you are happy with layout you can move to large piece designs such as walls, corridors, gates, large props. Once that is done usually it's time to move to player interactables. At later stage you will do some set dressing and aim to make level feel more as if "there are people living in this set area".
