Based on my testings, Wanderer Troupe with ATK% Hourglass came out on top, Wanderer Troupe SET Will always outclass Burning Witch or Lava Set Due its 80 Elemental Mastery bonus and 35% extra damage on charged attack, which always triggers regardless of causing an elemental reaction or not. Also Wanderer Troupe with ATK% Hourglass will boost autoattacks damage as well, contrary to elemental mastery one which will only boosts the elemental reaction damage.
Meanwhile the other sets rely on causing an elemental reaction, the wanderer troupe set always gives 35% bonus damage on charged attack which is Klee bread and butter.
TL;DR Final verdict: Wanderer Troupe with ATK% Hourglass wins
