Open Google photos app
Select 1st Account
Select all photos that you want to move 2nd account
Click on the share icon
Click on search icon
Type your 2nd Gmail account
Click on the next button
Now, click on send button
Go back
Select 2nd account
Tap on the sharing button
Here you will find a folder, open the folder and scroll down.
See, here is a save button (click on the button)
All photos will be download to your 2nd account.
And then, if you delete all photos from the first account, no photos will be deleted from the 2nd account.
And you will find all photos in Google photos app.
