A traditional one phase is not quite the best description when it comes to Caretaker because of how the encounter is structured. It's better to imagine it as a 1-floor instead, but, 1-floor'ing Caretaker is one of the hardest raid boss challenges to date, with it actually being physically impossible a number of times in the past and is only possible now because of, you guessed it, Banner of War!
On the flipside, Rhulk is a traditional one phase but he's also quite beefy, which is why you'll need to learn how to "Tank" to make the damage process as smooth as possible, enjoy!
