If you want to build leg muscles effectively, these circuit style "home leg workouts" are not going to get the job done. Of course any leg exercise is better than none, but a 15 minute low intensity quad workout like this is not going to do much of anything as far as building muscle is concerned. It's basically just a cardio workout. If you really want to build bigger legs then you need a properly structured muscle building workout using proper leg exercises for mass (such as squats, leg presses, lunges, leg curls, romanian deadlifts etc.) where you're training close to muscular failure and applying progressive overload over time.
