For this you must collect 3 Flowers in Hossberg Wetlands and bring them to the battlefield where you fought the dragon during the story. To do this you must first finish 2 side quests to make flowers grow in Hossberg Wetlands.
The Cabin in the Blight - accepted in The Lighthouse by reading letter marked with yellow "!" icon (alternatively from "!" icon in Hossberg Wetlands). Progress story until it becomes available.
Something's Coming - accepted in The Lighthouse by reading letter marked with yellow "!" icon, must have done previous quest "The Cabin in the Blight" (if it's not available progress story further). Alternatively, can also be started in Hossberg Wetlands from "!" icon.
