Steps to Fill Down Blank Cells
1- Select range and press function key F5.
2- Click on Special then tick Blanks and click on Ok.

4- Write formula =upperCellAddress in a blank cell, make sure blank cells selection is intact then press CTRL+ENTER. This will fill all the blank cells with upper cell value.
