On the final episode of 'Cyberpunk 2077 Night City Districts EXPLAINED (under 3 minutes)' we will finally visit the district/war zone called Pacifica. Originally planed to be a massive luxurious resort, it all went south when investors backed-off due to the risk of war against the New United States government.

Pacifica was meant to be a tourism heaven on Night City. Corporations poured massive sums into this project in an attempt to turn the once poor southern suburb of Night City into a booming tourist resort. The workforce was mainly formed by nomad groups and locals, mainly refugees from the long gone Haitian island.
Everything went south by 2069 thanks to the Unification War where the New USA government attempted to reclaim Nighty City to themselves. In support of the president, most investors withdrew their funding and abandoned Pacifica. Some fled in fear of being caught in the middle of a war and many just decided that investing in the war itself was a more lucrative business model.
In the end, thanks to arasaka massive military show of power in the area, the war was avoided.
However, the investors never came back as the place is now a ghost town. A local gang made from Haitians took control of those streets and a new Creole community now tries to survive in Pacifica.
By mid 2070s, some of the previous investors attempted to restart the Pacifica project but the local community which already adapted the buildings into literal favelas fought back.
Corporate workers tried to clear the construction area but were met with strong resistance from the Voodoo Boys. Further attempts made by the NCPD escalated to full scale riots that lasted for weeks. Fearing that clearing the neighborhood would result in a blood bath, the chief of the NCPD ordered the withdrawal of police force from the area.
City Council shut down all city services in pacifica to force the Voodoo Boys out but no luck.
From that time up to today, West Wind Estate and the Coast View sub districts slowly turned into an active combat zone within Night City. Neither the NCPD nor corporate forces have any power in Pacifica. Gang fights and drug trafficking are part of the daily routine here, but the locals apparently have gotten used to it. We humans are especially good at adapting I guess.
Outsiders are not welcome here. To go to Pacifica, one should first gain the trust of the Voodoo Boys and that is not an easy task.
As for now the situation seems to suit both the Night City government and the denizens of Pacifica. For the city it is easier to contain the district than to solve its problems, and the inhabitants of the combat zone are happy to be left to their own devices.
