Peru and Bolivia, Sellan Strategic Agreements on Infrastructure and Commerce
The presidents Martín Vizcarra of Peru and Evo Morales of Bolivia closed on Monday the IV Binational Cabinet that was held in the city of Cobija with the signing of agreements in four thematic axes: environment and use of water resources, defense and security, economic development and social policies and infrastructure for integration and development.
One of the most celebrated points was the one referred to the bi-oceanic rail corridor, which both heads of state highlighted as key to future development, not only in Bolivia and Peru, but also in other countries such as Brazil, Paraguay and Uruguay.
Vizcarra announced that, when the Bi-Oceanic Railway is implemented, his country will build a new port terminal in Ilo, with greater capacity and modernity.
"As we have the confidence and security that the train will arrive, that terminal would not be enough for the medium and long term, we have to make a new port terminal because the cargo that would come by train could not be served by the current terminal and for we are investing with resources directly from the Ministry of Transport, "he said.
Morales said that Ilo will be a strategic point and will become a "megaport of import and export." He insisted that this is "the largest territorial physical integration project of the 21st century".
During a joint press conference, the presidents explained the mayor of the agreements and expressed their wish that the practice of binational cabinet meetings be permanent, for the benefit of the development of both countries.
In the case of the axis of environment and shared water resources, it was decided that both countries will make all their efforts to decontaminate Lake Titicaca, which currently receives wastewater from cities in its vicinity of both countries.
It was also agreed that there will be a rational use of shared water resources.
In the case of defense and security, it was agreed to work jointly not only in the fight against common crime, but also against drug trafficking. For this, Vizcarra said that it was decided to coordinate work for the joint use of radar systems that both countries have.
The exchange of information for the care of natural disasters as a consequence of climate change was also decided.
In the third axis, referred to the economic development and social policies, "we are contrasting strategies of both countries to convert economic growth in improvement of quality of life for citizens of both countries", informed Vizcarra.
It was defined to implement coordination mechanisms through social and productive sectors.
With regard to infrastructure for the integration of binational development, the way to improve energy integration was analyzed, both in the gas issue, as well as the integration in electric power networks to serve residents on the border.
