In order for events to interact with each other, you'll need to set up various information for other events to read and react to.
Some of these the pieces of information you can set up are "Switches". Your RPG Maker game has tons of Switches your events can turn ON and OFF. Events can then also check if certain Switches are turned ON or OFF and act accordingly.
For example:
Bob will not let the Player pass until Joe gives permission.
Joe gives permission to the Player, and in the background of the game, Switch 1 is turned ON.
When the Player talks to Bob again, Bob checks to see if Switch 1 is turned ON. Since it is, Bob lets the Player pass.
