Dr. Paul Ruth (Patrick McGoohan) is a Psychopharmacologist specializing in the phenomena of a secret underground parapsychological telepathic group called "Scanners" and a synthetic drug he manufactured called Ephemerol. ConSec is a secret underground organization who harbors 237 "Scanners".
Dr. Ruth finds a derelict Cameron Vale (Stephen Lack) and another person unifying “scanners” assisting with their drug Ephemerol named Kim Obrist (Jennifer O'Neill) who joins forces with Vale with special abilities to read minds, set fire and destroy anyone just by merely twitching their brain.
Consec is losing control of these special mutant breed of humans called "Scanners" to a rogue assassin Daryl Revok (Michael Ironside) who is killing members of the mutant population that refuse to join him in his crusade. Leader of security of ConSec Breighton Keller (Lawrence Dane), Dr. Ruth and ConSec are baffled behind Revok's motives and are unclear why he is attempting to destroy the mutant breed of humans as these telepaths set out for world domination.
