Lawmakers returned to Capitol Hill on Monday following a weeks-long summer recess to address yet another fast-approaching government shutdown deadline. House Republicans are pushing a continuing resolution that would keep the government funded through March 28. Republican Rep. Tom Emmer of Minnesota joins "America Decides" to discuss the plan.
