This trick will work on windows xp\vista\8\8.1\10

so the whole trick is about the name "con" which you can't rename a folder/file to it with the normal way.
"con" is a reserved name for the console driver back to MS-Dos.
Now The Windows OS itself does not restrict this but the API that is built above MS-Dos for backward compatibility still has these restrictions. Applications that don’t use the restricted API have no such issue like IObit Unlocker.
The best part is that this directory I just created cannot be accessed via the standard Windows Explorer process because it uses those restricted APIs.
