When you double-clicked on an HEIC file it launched Photos app, but gave the message, "HEIC error, We can't open this file." here's how to fix it.
You must install the "HEIF Images Extensions" from the Microsoft Store (which is free) to view HEIC format photos in the Photos app. The File Explorer will also show the thumbnail preview of all HEIC format photos and images.
