Fix 0x800F0906 Error | .Net Framework 3.5 on Windows 8/8.1
ERROR 0x800f0906: "Windows couldn't connect to the Internet to download necessary files. Make sure that you're connected to the Internet, and click Retry to try again."
Steps

1. First, insert Windows Installation Media
Windows 8 Users - Insert Windows 8 Installation Media
Windows 8.1 Users- If you upgraded to Windows 8.1 from Windows 8 and don't have Windows 8.1 Installation Media, then you can use Windows 8.1 Enterprise. Watch How to Download Windows 8.1 Enterprise for Free : • Video
2. Open command prompt as admin and copy & paste the following command :
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:d:\sources\sxs
Replace "d:" with the drive in which installation media is present.
