The Moon Bunker is very similar to the EDZ bunker, and if you've already maxed out EDZ, you likely have a lot of warmind bits from playing crucible, trials, strikes, etc.
The key upgrades to make first are cost reduction tier 1, tier 2, and tier 3. This will lower the cost for all the other upgrades, and help you max things out much faster. After that, I would focus on Warmind bit generation tier 1, tier 2, and tier 3, and then the encrypted warmind bit tier 1.
