After speaking with the kind folks at Zoner they have added to the conversation as follows:
Go to 6:00 - when you use the colour corrections, you can move to the "Advanced mode" in Color Shift and select the colour with the eyedropper and now using a colour wheel instead a just the slider which limits you.
Go to 8:18 you can use the radial filter or brush filter. Select or brush over the spot you want to adjust locally and apply all of the Develop module exposure/colour correction/etc tools to that spot only.
