Vegas Render Video Blur or Ghosting can Fix Disable Resample. Please read note.
For Sony Vegas Pro 14 , more easy -
1. Find - Project Properties Video. (gear icon top left video frame)
2. In Field Order - set None Progressive scan
3. Full- Resoultion - Best
4. Deinterlace method - None
5. Resample mode - Disable resample Important
For Sony Vegas Pro 13.

Video Fast Moving video (Hyperlapse) or Velocity video always render with final Blur or Ghosting Video. Because Vegas Pro always enable Resample by default.
Solution disable "Resample" setting for all video source since post prodution. If need. As long rendering video preview, you can see the preview video looking blur. Final video will the same result.
Better turn off Resample option.
