How to choose a single picture from a theme as Desktop Background? No SlideShow - Tech Hawk
On Windows 7, you could download a theme then when you click on desktop background it would show all the pictures in the theme with check marks. Instead, on Windows 10, you click on desktop background and it just goes back to slideshow and gives you no option of choosing what picture you want.

Open the advanced power options for your selected power plan. Under Desktop background settings set Slide show as Available or Paused for what you want, and click/tap on OK.
