WHY THIS HAPPENING
This is happening due to recent changes made (check out) in version 73 of Chrome.
WHAT IT MEANS
This message tells users that, your browser is managed by your organization or another group.

The same message appears when some software or extension has set some Chrome enterprise policies.
HOW TO FIX IT
1. Copy-Paste Chrome://flags in the Chrome address bar and hit enter.
2. Using the search bar, search for the flag which reads "Show Managed UI for Managed users"
When it appears in the search result, using drop-down select disable.
3. Click on the Relaunch Now button. This will restart the browser and now if you check the Settings menu, you will notice that the message is gone.
