SRT: Does that mean that if I have three favourite RV parks, and I stay at each one and then come home, that I can't go back to those RV parks for a full 12 months, so I actually miss the next winter season? Is that right?

Yes, that is the potential.
A California Assemblyman is attempting to introduce legislation that will prevent Snowbirds from returning to their favourite RV Park for a full year. This will prevent RVers from booking the following season at their favourite time of year.
