There aren't strict rules that you need for loading plugins.

I'd actually argue that strict rules for most patterns don't line up practically all of the time. But plugin-based design patterns are no different.

You need to be thinking about:
Who is creating plugins
How will plugins be loaded
When will plugins be loaded
Dependencies plugins may require
How will plugins be installed or deployed
The API between plugins and the core app
etc...

There's a laundry list of things to consider. The good news is you can do it "wrong" and still have working plugins. The bad news is that it can be challenging to retroactively fix things if you have tons of plugins.

So practice and try to learn what patterns work well for you and your scenarios!
