From in the AAD AC, Select Enterprise Applications.

The Teams Web Client may appear. If it does, select it. Select "Properties" from the Manage menu.
Click "Yes" under "Enabled for users to sign-in?". Click Save.
Users with appropriate licensing should now be able to log into the web interface.
