A webmaster is a person responsible for light tasks associated with maintaining and running a website. Often, a webmaster is the creator of the website as well as the main marketer of the website.
If you are starting a business, hiring someone else to create your website is expensive. It is much better to create a website on your own. Here is a tutorial for how to create your own website:

After you create your website, you will no longer wonder what is a webmaster or who is a webmaster because you will be the webmaster of this site. You should use tools such as Google's Webmaster Tools. Those tools are free. Here is the link:
