To change your windows 10/11 profile picture when you logging in, go to the bottom right side in your windows.
Go All settings.
Select accounts.
Select your info tab.
To change the picture click down here browse for one.
Find your picture, mine is on the desktop.
Select it and click choose a picture.
You can upload multiple pictures and choose between them.
