Steps to follow :
1. Create a camera
2. Adjust it accordingly
3. Go to the first frame
4. press 'i' to Insert the 'Location and Rotation' keyframe
5. Now move the camera forward
6. Insert the 'Location & Rotation' keyframe again
(Now you have a basic camera animation)
7. Select the camera and go to the Graph Editor
8. Under Object Transformation select 'X Euler Rotation'
9. Go to the modifiers menu on the right hand side and add a Noise modifier
10. You need to increase the scale and decrease the strength values to make the animation/noise smooth
11. Copy the modifier by clicking the up arrow
12. Go to the 'Y Euler Rotation' and paste the modifier by clicking on the down arrow
