How to get '"Ethernet" doesn't have a valid IP configuration' error by troubleshooting the Unidentified network in Windows 8.1: Steps to do follows,
Connect two computers via Ethernet cable and leave the cable not connected to router or modem. You will be notified as connected to the Unidentified public network. If you start diagnose or troubleshoot this Ethernet Unidentified network connection, you can see the problem '"Ethernet" doesn't have a valid IP configuration'.

2. After all the lights on the device are off, wait at least 10 seconds. 3. Turn the device on or plug it back into the power outlet.
