It is a law that New York websites will have to comply to by providing a tool free phone number for people to complain about comments or content on their sites.
Upon receiving a complain the defnding submitter must verify their identity in order to keep their content live.
Failing to do so will have their content removed.
It is to help curb Internet bullying (cyber bullying).
