The problem is that the KB2999226 (Universal CRT) which is part of the Visual C++ Redistributable for Visual Studio 2015 (2016, 2017, 2018 - you need to collect update version.) failed to install. So you need to install it in your computer before install XAMPP or Wamp Server. It has two solutions.
