This is how to create scribble animations in Premiere Pro.
Select the pen tool and create a line.
Go to the shape graphic and enable Stroke and increase the size.
Now, feel free to create even more lines.
Once your lines are ready, apply the circle effect to your graphic.
Set the blending mode to stencil alpha. Then add a keyframe for radius.
Move forward and increase the radius until all your lines are revealed.
Then copy and paste the circle effect. In the bottom circle effect, check invert circle and offset the keyframes.
Finally, apply the roughen edges effect.
You can adjust the border and set complexity to 8.
Then animate the random seed to give your lines movement.
