Worth keeping an eye out for as it's prefered by Gideon and Nineveh (the latter of which will be getting a future affection rank so start hoarding in advance~)
IF this item follows the same rules as every other 'search' rapport item, it has a CD after being found of 5-6 hours, but other than that, has no special requirements, you've just gotta be the first to find it :D
I've been camping peyto for a few solid days on and off to find this thing and I finally found one. Not sure if this is it's only spawn point, but I can't find any information about where to search for it online (and how obvious it appears when it has spawned explains how it's hard to grab since no one would miss a giant 'look' option) Wanted to share to give others the peace of mind that it does actually appear somewhere xD
