Is this a poor quality Emergency light?

This video is about some emergency light fittings that we purchased. The majority of the lights failed following ONE or TWO 3 hour discharge test. The manufacturer claims the units are not faulty and a failure rate as per what we experienced, can be expected when using non-branded lamps. I totally disagree. What the video and let me know your opinion. I would be interested.
