After his mission with Mace Windu on Raxus Secundus, Dooku waits outside the Jedi Council chambers. Mace had already gone ahead to give his report.
After a few minutes, the council finally summons him inside. Though they already read the reports, they asked Dooku to explain what happened. He knows he overstepped his authority and went beyond the mission's requirements, but he wasn't ashamed of his actions.
When he finishes, the council members look at one another.
Yoda: Put yourself in great danger, your actions did, Master Dooku.
Dooku: I do not fear danger.
Yoda: But not just you, you endangered. Put at risk, Mace Windu was.
Dooku: We are Jedi, the day we fear risk and danger is the day we are no longer fit to stand in this order.
Yoda: Boldy said, my former apprentice but much truth there is to your words. Perhaps in need of your voice, this council is.
Dooku blinks and looks around at the council members. Their faces are unreadable, but he can sense the excitement in the room.
Dooku: I-I do not understand.
Yoda: With Master Katri's death, an available slot there is on the Jedi Council. Believe you should fill that seat, we do.
Dooku: I-I am honored. I will do my best to fulfill my duties.
With this new position, Dooku's first act was to assemble a task force led by Mace Windu and Adi Gallia to investigate senate corruption. There have been many complaints of war being abused by senators and villages being left to crumble.
These had been ignored by the Jedi who preferred to let the Senate handle these matters. However, Dooku looks into these problems head-on and begins investigating these issues immediately.
This won him many powerful enemies in the Senate who wanted to keep these issues secret. Many politicians use their influence to hinder the Jedi's investigations, whether through blockades, anti-Jedi propaganda, or using the long arm of bureaucracy.
Dooku planned for this by appointing Mace and Adi to handle this task. The former never cared about the Senate's rules and happily carried out investigations in secret. At the same time, the latter had ties to pirate gangs and smugglers, giving the Jedi access to the underground. If necessary, they began to smuggle relief goods or people.
The further this investigation went, the deeper things went. This was corruption on another level. Entire worlds were being sold off to corporations for profit, senators forcibly moving entire towns to redevelop the land, and trading organizations blockading planets that did not agree with their terms.
With this information, they begin filing reports to the Senate. Unlike the rest of the Order, Dooku was a seasoned politician and knew the best ways to reveal this information. He began allying himself with young, idealistic senators who agreed with his beliefs, including Bail Organa and Mon Mothma.
Using this information, the two began pressuring the Senate to take serious action, threatening to publicize the information. This was effective as many of the guilty parties were seriously fined and there were even attempts to regulate groups like the Trade Federation.
This won the Jedi and Dooku few friends, but one of the people who agreed with them was Chancellor Finis Valorum. Although considered weak, he shared Dooku's ideals and saw the Jedi as a way to push for changes in the Republic. The two began to work together with Dooku reporting all his information to the chancellor who used it to challenge his rivals. In exchange, the Jedi would provide him with support.
However, Dooku doesn't want to become too dependent on the Republic. He suggests moving parts of the Order elsewhere across the galaxy to operate independently. Outposts are set up on far-off planets to be more proactive with their needs.
As the Jedi were now taking serious action to combat corruption, their reputation among the citizens soared, and with them, the chancellor. However, not all people were pleased with this.
Nute Gunray and the Trade Federation did not take these developments well and contacted his secret ally, Darth Sidious, demanding he take action.
Gunray: Because of this upstart, the Republic is now threatening to investigate my business. If they discover anything, I'll be ruined!
Palpatine: Patience, my friend. It shall never come to that. The Senate is as toothless as ever.
Gunray: It is not the Senate I worry about, it's the Jedi! That Dooku must be stopped.
Palpatine: And so he shall. Though they love the Jedi now, I assure you that feeling will not last.
