Hulk 2003 frames bug fixed

Make sure to place this file in any game's main folder in order for the game to work properly!
After you download the file and put it in the game's file directory, follow these steps:
1)Open your GPU's settings. (Nvidia control panel or AMD's)
2)Select the game that you want to make changes for, maximize the frame rates to 60, enable Vertical Sync and if you want, you can turn on Low Latency as well!
3)Start the game and check if it works 100% as it's supposed to be!
Making all 4 changes can also fix other games' frames such as Max Payne 1, I.G.I 2: Covert Strike, and much more old games!
