If working with an independent artist distributing music via a digital distribution platform you will collect your mechanical royalties from the artist not the distributor or streaming company. Distributors aren't dealing with paying third parties via letter of intent. They pay the artist all sales (master royalties) and mechanical royalties. It's up to the artist to pay the producer.
