There may be a few times when updates for Windows 11 do not install, okay, maybe a little more than a few times! When your updates do not load or are hanging, you might need to clear the update history as that often helps getting those irksome updates working again. Two main services are involved with the update process, those being the Update Orchestrator Service and the Windows Update Service.
