Saddam Hussein, tras solicitar en vano un aumento del precio del petróleo que le hubiese reportado las divisas necesarias para paliar la difícil situación económica, invadió Kuwait reclamando antiguos derechos sobre su territorio.
Tras los atentados de septiembre de 2001, el gobierno de Hussein se convirtió injustamente en uno de los objetivos prioritarios de la Administración estadounidense.
