Again, "Not built for combat" my ass lol. Like I said in the last video, I had to get 500 kills with the Machine Spear to max its damage, and boy did I have fun doing it! People who say 9S' combat is boring seriously need to give it another try.
"I don't like hacking." - Good news! He has melee! And it's pretty damn good! His perfect evade counterattack with Spears absolutely wrecks, as you see. It hits ALL around him, and even if it doesn't kill (AKA even if you're not Lv99), it sends s*** FLYING. His perfect evade counterattack with Bracers are also equally good, having short duration, hitting a deceptively large radius around 9S, and launching enemies straight up for followup juggling.
When you do a charged attack with Bracers, they go pretty far and have an aura of multi-hit around them (as they're rotating around each other), while Spears have RIDICULOUSLY long reach when you do a charged attack to have 9S throw them.
This is without Shock Wave, mind you. Notice I didn't have that chip on at all in this video. I was hitting s*** ridiculously far away by charging spear throws. And since he can aim the throws, he has an easier time melee'ing airborne enemies, even ones far away.
"His hacking gets old fast." - Then don't use it as your primary method of attack. If you don't like 9S as pure hacking or melee, then mix them up! I LOVE 9S' melee, and I was still peppering in well-timed hacks now and then, either to snipe a faraway enemy or to detonate one within a group. Neither form of combat can get stale if you make sure not to stick to one.
As 2B, you will combo between light attacks and heavy attacks a lot - AKA your two weapons. Treat 9S the same. He can do light and heavy attacks with just one attack button, but make use of you hacking now and then so things don't feel stale.
Also, Pod Programs. They are just as strong on 9S as they are on 2B. 9S also REALLY benefits from well-placed Gravity spheres.
9S definitely has different combat than 2B/A2, but it can be every bit as fun. This vid was mostly melee with 9S, and I know at least I was having fun. Even if I'd been more around their level, fighting them like that would've been fine.
For a Scanner model (that's not suppose to be able to wield weapons), 9S can lay down the pain. A lot of times, I didn't even notice that I didn't have Shock Wave on. I feel like, if they both don't have Shock Wave, 9S has more combat options than 2B. 2B would HAVE to get up close, or rely on the Pod. 9S is very fast at throwing weapons if you attack out of a sprint, or when doing a charged attack, or simply hacking. He's got comparable short-range melee (though not as fast), but his long-range game can't be beat. All 2B and A2 have are the pods for long range, which 9S has access to on top of his own arsenal.
Not to say he's better at melee than A2 or 2B, because he's not. But I've seen so many act like he has no melee (or combat) at all, which is a gross exaggeration.
