In Azure, a resource group is a logical container that holds related resources for an Azure solution:
Purpose
Resource groups allow users to manage multiple resources as a single entity based on security and lifecycle. For example, resources for an n-tier application can be created, deleted, or updated as a group.
Resources
Resource groups can include all resources for a solution or just a subset of them. Resources that share a lifecycle are typically added to the same resource group.
Examples
Resources that can be deployed and managed in a resource group include virtual machines, web apps, databases, and storage accounts.
Management
Resource groups can be managed using Azure Policies, Azure roles, or resource locks. Tags can also be applied to a resource group.
Creation
Resource groups can be created using the portal, PowerShell, Azure CLI, or an ARM template.
Deletion
When a resource group is deleted, all resources in the resource group are also deleted.
A best practice is to associate resource groups and their resources with an Azure subscription
