01/12/2020 at approximately 5:40 at the address Voronezh, st. Sacco and Vanzetti, no. 81, was stopped by a traffic police inspector (patrol car Lada Vesta state number O0643 36), an Audi Q8 car without state numbers on suspicion that the driver was intoxicated. After stopping, the Audi driver got out of the car and headed towards the patrol car. When he passed me and the employee, we smelled a strong smell of alcohol from the driver. After a few seconds, the driver turned around (before reaching the patrol car) and went back to his car. A police officer got into it and asked for the documents required by the traffic rules. The driver behaved strangely, asking questions about who the employee was working with, apparently meaning which service (SB or KPO). Based on all the driver’s actions, it was clear that he could escape. The traffic police officer demanded to put the car in parking mode and provide a driver's license. The driver, who showed signs of intoxication, ignored this requirement and fled in an unknown direction.
In fact, the driver did not comply with the legal requirement of the traffic police officer and disappeared; this act constitutes an administrative offense under Part 1 of Art. 19.3 of the Code of Administrative Offenses of the Russian Federation, for which liability is provided in the form of a fine or administrative arrest. In view of the danger of this driver’s act, I ask you to petition the court for the maximum possible punishment for the driver who shows signs of intoxication; he also endangered a traffic police officer, since he could have hit the officer with his car while hiding.
The next day I learned the identity of this driver. His name is Alekhin Vladimir, he is a former police officer. Previously, he served in the KPO, and was also the commander of the central platoon in Voronezh under Degtyarev.
Since there are very few such cars (Audi Q8) in our city and the identity of the driver is known, it will not be difficult to find him and bring him to justice.
I ask that Vladimir Alyokhin be brought to justice for failure to comply with the lawful demand of a police officer under Part 1 of Art. 19.3 Code of Administrative Offenses of the Russian Federation. and have an educational conversation with him about preventing driving while intoxicated, and let Alekhine bring these words to the attention of his comrades.
