Updated Hero Tier List: Predecessor

I decided to revisit this tier list and make changes following some comments, additional testing, and my advancement into a higher Elo of ranked play. We are about 2-3 weeks out from another balancing patch, so I thought it appropriate to keep everyone in the loop for the time being before Omega decides who they buff and nerf. As before, comment what changes you would make and where I have heroes incorrectly placed, keep in mind this is targeting the Silver-Gold Range of ranked play.
