Ensure after you've installed Python that you open up a command prompt "cmd" and install PIFX via "pip install pifx".

Note: I've since made the discovery that the bat and vb scripts are no longer required. Simply save the Python script under your Scripts folder and save it as "lightname_light_toggle.pyw" at which point you can point the Stream Deck "Action" to the ".pyw" file.
