WHY? It helps to increase the chances of that person ACCEPTING your invitation. Especially if you make it all about them, demonstrating that you've read their profile, and mentioning items you have in common.
You'd do the same thing at a networking event, if you were meeting in person.

1. Personalize the invitation. The only ask? Let's connect. This is NOT about you. Do not sell yet or offer information that they haven't asked for.
2. After they accept, reply to thank them, include a soft sales pitch, and offer to be a resource.
3. ONLY if they respond: follow their lead, and maybe move it off of LinkedIn.
