Add a Text Layer:
Use the Text Tool (T on the keyboard) and click on the Program window to type your text.
Adjust font, size, and style in the Effect Controls panel.
Animate Scrolling:
Click on the text layer in the timeline.
Go to the Effect Controls panel and find the Position property under Motion.
Move the Position value until the text is off-screen (usually either at the top or bottom).
Click the stopwatch icon to add a keyframe at this starting point.
Move the play head forward on the timeline to the desired point (where the scrolling should end).
Change the Position value to move the text across the screen.
Premiere will automatically create the second keyframe, generating the scrolling effect.

Select your media on the timeline and follow the same steps using the Position property in the Effect Controls panel to move it across the screen. You can also animate zooms or rotations to add more dynamic movement.
5. Adjust the Speed
