Defeat Kai Guy (Dojo - BigBay)

Find 3 Sigils: (Gemstone Pickaxe required)
Tailfish Island - (Western Sea)
Wild Cloud - (Cloud City)
Abandoned Lighthouse - (Swamp)

Find Condemned Passage (Morning Hollow)
Defeat Old Fart (Field - Condemned Passage)
Locate The Darkgreen Retreat (Sinister Sea)
Defeat Kai Lazurai - (The Legacy of the Legion)
[Once you have defeated Kai Lazurai, you can now join The Kai Legion]

Defeat Opponents in a Duel (Savannah/The Legacy of the Legion) (this only works on duels and not ":pvp me")

Apprentice - Azure Firecrackers (Tech), Kai Warrior (Armor)
Journeyman - Kaismith Hammer (Weapon), Azure Rocket (Weapon)
Master - Legion Key (Misc. to gain accesss to Ceremonial Greatblade)
Legend - Azurebloom Bracelets (Vanity)
You have complete Kai Legion, you can complete it even more by buying everything from Devai The Blacksmith of the Legion in Legacy of the Legion/Darkgreen Retreat
