While Democrats have claimed that this is a desperate last-minute effort to capture overseas votes, the truth is the effort to eliminate double taxation of US expats has been a long effort, and in fact an effort that IRSMedic has also been a part of.

Unfortunately, the desired relief did not come in 2017 with the Tax Cuts and Jobs Act. And in fact the TCJA had two provisions that did not help Americans overseas: the GILTI tax regime and the Transition tax. No relief for Americans aboard could be found in the 2017 TCJA.
